The pool effectively serves as an insurance company that is owned and controlled by its
participating members. Because there is no third-party owner, the members retain any surplus
generated by the pool. The risk also remains with the members, however. For this reason, a
professional pool manager is needed.
As the pool manager, Ashton Tiffany reports to the pool’s board of directors, which usually consists
of representatives from the participating organizations.
Ashton Tiffany currently manages pools covering health benefits, workers' compensation, and property and casualty.
